Executive Director Pam Miller to Retire Following 13 Years of Service

After 13 years of exceptional leadership, Pam Miller, our Executive Director, is retiring, leaving behind a legacy that has reshaped aging services across our seven‑county region. Her tenure has been marked by vision, determination, and an unwavering commitment to improving the lives of older adults and people with disabilities.

Under Ms. Miller’s guidance, the agency expanded and strengthened direct services that now serve as lifelines for thousands of residents. She championed the creation and growth of critical case management programs, including Veteran-Directed Care (VDC), PEARLS, and the development of Aging & Disability Resource Connection (ADRC) initiatives that promote access, independence, and dignity. She also led the agency in taking over Meals on Wheels Yuba-Sutter so those services could continue without disruption in a rural community that depended on them. Her commitment to service continuity also led to the successful transition of the Long-Term Care Ombudsman Program in-house, ensuring consistent advocacy for vulnerable older adults.

She provided steady and decisive leadership during the COVID-19 pandemic, when older adults faced unprecedented risk and isolation. Through her direction, the agency rapidly scaled Meals on Wheels delivery across all seven counties, ensuring uninterrupted nutrition services.

Ms. Miller’s ability to build partnerships and foster collaboration strengthened county workgroups, advanced Age-Friendly planning with AARP, supported rural access initiatives, and elevated the accomplishments of funded partners throughout the region. She also prioritized long-term sustainability by diversifying the agency’s funding streams, helping secure a more resilient future for vital community programs.

Beyond her professional accomplishments, she is known for her warmth, humor, and deep care for the people she serves. As she steps into retirement, she looks forward to spending more time with her three granddaughters—and eagerly awaits the arrival of her fourth.

We offer our heartfelt thanks to Pam Miller for her extraordinary service and wish her joy and fulfillment in the years ahead.

For now, Will Tift will serve as Acting Executive Director, and any inquiries related to Pam’s retirement should be directed to him. We are taking a deliberate approach to assess what the organization needs at this time, which will guide the timing of the Executive Director search. Our priority is stability now and a thoughtful, well‑prepared process moving forward.
