Request for Proposal (RFP) FY2027-2031- SOON
On September 4, 2026, Area 4 Agency on Aging (AAA4) will release a Request for Proposals (RFP) for organizations interested in receiving federal Older Americans Act (OAA) funding to provide services in El Dorado, Nevada, Placer, Sacramento, San Joaquin, Sierra, Sutter, Yolo, and/or Yuba Counties.
Available Funding Opportunities:
- Health Insurance Counseling and Advocacy Program (HICAP)
- Must serve all nine (9) counties
- Title III-D: Evidence-Based Health Promotion
- Nevada County only
- Title III-E: Family Caregiver Support Program
- Placer, Sacramento, and Yolo Counties only
- Caregiver Respite
- Caregiver Access Assistance
- Caregiver Supplemental Services
- Placer, Sacramento, and Yolo Counties only
The anticipated funding levels by County are shown in the table below. They are subject to change and contingent upon the availability of State and federal funds.

All Applicants must submit a “Letter of Interest” (LOI) Form which lists all the service categories for which the Applicant may wish to submit an application for funding. The LOI Form is MANDATORY; an Applicant that fails to submit a LOI Form will not be eligible to receive funding under this RFP. The LOI Form must be received by AAA4 no later than Friday, September 25, 2026 by 12 Noon (Pacific Time). Submit the LOI Form via e-mail to: rfp@agencyonaging4.org.
All Applicants must participate in the Bidders’ Conference on Thursday, October 1, 2026. The Bidders’ Conference is MANDATORY; an Applicant that fails to participate will not be eligible to receive funding under this RFP. The Bidders’ Conference will be held via Zoom. Zoom participation may either be in the form of video conference or telephone conference. Additional details regarding the Bidder’s Conference (including the Zoom link and call-in numbers) will only be sent to those Applicants who have successfully submitted a LOI Form.
The RFP Timeline is available now on the AAA4 website at: https://www.agencyonaging4.org/funding-opportunities. Beginning on the issue date (September 4), the complete RFP packet will be posted to the website as well. Applications must be received by AAA4 by 12:00 Noon (Pacific Time) on Friday, October 30, 2026. Late applications will not be accepted.
